Get to the 11th floor of the Tower. The tool shop owner will ask you to save his daughter. From now on you will be able to buy and sell things from the shop.
Gain access to the library:

Successfully retrieve the egg needed to save the tool shops daughter. The librarian will allow you to read books in the library.
